In a large bowl, combine the ground meat, breadcrumbs, Parmesan cheese, egg, parsley, garlic powder, onion powder, and black pepper. Mix until just combined, being careful not to overwork the meat.
Roll the mixture into 1-inch meatballs and place them on a baking sheet lined with parchment paper.
Bake the meatballs in the preheated oven for about 20 minutes, or until they are cooked through and golden brown.
Remove the meatballs from the oven and brush them generously with barbecue sauce. Return to the oven for an additional 5-10 minutes to caramelize the sauce.
While the meatballs are finishing, prepare the bowls. Start with a base of cooked rice, followed by a generous serving of the barbecue meatballs.
Add halved cherry tomatoes and sliced avocado on top of the meatballs.
Finish with fresh cilantro for a pop of flavor and color.
